Having been dedicated himself in maritime education and training, maritime safety and pollution prevention conventions, maritime safety management, maritime policies and management, RUAN wei is a specialist in international maritime science. From the year 2006 to 2013, he was continuously nominated as a delegate of Chinese Maritime Safety Administration (CMSA) for the Seafarer Training and Watch-keeping Sub-committee of the International Maritime Organization, UN (IMO). In the year 2011 and 2012, he presented at the Maritime Safety Committee (MSC) of IMO on behalf of the International Maritime Lecturers’ Association (IMLA). He is an expert member of Seafarer Training and Watch-keeping Sub-committee and Maritime Accident Investigation Sub-committee, which are established and sponsored by the CMSA, a MSA-licensed senior auditor of quality system of maritime education and education, and a consultant of Chinese Maritime Examination and Assessment.

Title

From September, 2015, he was appointed to be the dean of International Education college and Director of International Student Office of Shanghai Maritime University.

He accomplished a series of researches delegated by the Ministry of Transport and CMSA, such as “Strategy research for the development of Chinese Seafarer services”,“Research for the revision of Chinese Maritime Law”,“Researches on the Aero-nautical Search and Rescue system in China”. He published a range of essays such as “The implications of shipping laws and practices upon onboard operations - An aspect of life-long learning for seafarers”, “Comparisons between various Search and Rescue (SAR) systems and their implications to the development of Chinese Maritime SAR system”, “Controlling risks at sea - Indications of mutual insurance upon safety onboard”, “Promoting maritime safety by legislation - A review and discussion on the obligations and rights of shipmasters”, “Probing into the acquisition and maintenance of high quality seafarers”, “A study of Chinese MET management system”, “Key remarks on the conformity of Rules for the competency examination and certification of Chinese seafarers with 2010 STCW amendments”and “Meeting the requirements and development of MET”.
